New Zealand’s construction industry saw a significant shift with the official implementation of updated H1 insulation standards. These standards, which include increased R-values for roofs, walls, floors, and windows, aim to enhance energy efficiency and reduce the environmental footprint of new buildings. The introduction of these changes has sparked a heated debate among builders, homeowners, and industry experts, underscoring the broad impact on the industry.

Understanding the H1 Changes

The new H1 changes require improved levels of insulation in homes and commercial buildings. For commercial buildings, the adjustments are even more stringent:

Roofs in the coldest climates must now have an R-value of R7.

Walls in these areas require an R-value of R3.2.

Builders and developers express concerns over the increased costs of construction materials and labor. The cost of building a standard home is expected to rise, a change that could be passed on to homeowners and potentially exacerbate the housing affordability crisis.

The industry’s readiness is another point of contention. With the supply chain disruptions still lingering from recent global events, there’s a worry that the availability of high-grade insulation materials may not meet the sudden spike in demand, leading to delays and further cost increases.

Minister Chris Penk Calls for Urgent Review of H1 Insulation Standards Amid Rising Costs and Overheating Concerns

Chris Penk has expressed significant concerns about the new H1 insulation standards, particularly regarding their cost and potential unintended consequences like overheating in homes. He mentioned that builders and developers, especially in Tauranga and the Bay of Plenty, reported that the new standards have added substantial costs—around $40,000 to $50,000—to new home constructions and have led to issues with homes becoming overly warm. In response to these concerns, Penk has asked the Ministry of Business, Innovation and Employment (MBIE) to urgently investigate the costs and implications of these changes. He emphasised the importance of not creating artificial barriers that might worsen the housing crisis, suggesting a need to review policies that, while well-intended, may be poorly implemented.

Rolling Back

Rolling back the H1 insulation standards due to New Zealand’s warmer climate and the high construction costs is certainly valid and echoes concerns from various stakeholders in the industry.
